Hi Kerm, Elk Point issued a News Release\Statement within 2-3 days of the blowout (as I recall) that comprehensively detailed all personnel involved and participating in the Emergency Response Team. I don't have a convenient reference to provide you, but it's out there in the public domain somewhere. In the normal course of events, Elk Point as the "Operator" would be responsible for carrying out those "programs" approved by the "Joint Venture" as a group. With respect to such "programs", the staff of all participants have an opportunity to contribute to and to comment upon the "programs". At the moment, I'd speculate that it is B & C, in consultation with other local experts on the ERT, that are calling 99.99% of the shots (Sorry, I mean making 99.99% of the recommendations!!).
