You are right. Unfortunatelly, it's almost impossible to get all shares you requested in a hot IPO. The broker must act in the best
interests of as many customers as possible, not in the best interest
of one or two customers by giving them all the shares at the expense of others. Of course, not all customers are equal, the ones that generate the most business, get preferential treatment.
