I hate to sing a different song. but you forgot another scenario, a complet meltdown. Take a look right before Jul 93 earning report, the time before sep 95 announcement of earning forcast. It was not very noisy. What you observed is the fluctuation of volatility caused by the public's interest/media's focus.
