RE: Patent in Japan

I was under the impression, although it could be wrong, that Japan has a registration system. An entity will file for a Patent and then it will be issued. Later on, (if it becomes valuable) someone will challenge the Patent and cite "art" (or references) which may be able to narrow down the coverage.
