I need a history lesson here. My understanding is that a) cable companies are granted local franchises and require no federal licenses in order to exist (granted they must comply with federal rules, i.e. must-carry) and b) those local franchises are non-exclusive.

So my question is what part of government are you referring to and specifically what is it that this governmental entity did that "created the anti-competitive cable TV monster"?
