I'm not an expert in TA. My knowledge is limited to a few books I've read.

My understanding is that, to the extent those issues which you list weigh on investor sentiment and psychology, TA does take them into consideration.

Also, the books which I've read give many examples of TA applied to commodity markets. So, I suppose the experts in TA would argue that it is useful with regard to oil. If you want to know why, I would refer you to some of the broad-based intro books on TA, such as Pring or Elder. They explain it better than I ever could.
