My guess is that Saddam is playing Bill Clinton for the whole shooting match. Saddam can react best with no military response. Another one sided attack on Muslims, minding there own business, by the decadent leader of the western powers. The Arab and Non Arab Muslim nations withdrew their support long ago with concern for the innocent starving villagers of Iraq. The Western nations have pulled back, some outspoken against it, some with a wait and see posture. Saddam has the opportunity to be martyred for the whole world to see at our expense. Clinton is unsupported by other nations, the UN and even the American people will disown him if it goes bad. Clinton will find himself without defense and our country with no vehicle to speak on its behalf. It doesn't take a genious to see this one played out in the world media. I'm not a fortune teller, but with Ramadan starting on Monday, Saddam has every opportunity to play it just this way.
