As far as blame is concerned however, in my opinion the President who is/was at fault is George Bush. When he had the chance to take Saddam out, he ducked it. Now the situation looks insoluble. And, the West is losing the moral high ground and any tactical advantage it once might have had.

Saddam is doing whatever he can to obtain the sympathy of the Moslem world and to allow the anger of his people to be worked up. He is prepared to let his own people die, including children, to highlight the plight of his nation as result of sanctions etc. This is now compounded by air-strikes. It must be only a matter of time, IMO, before Moslem fundamentalists/radicals/madmen take revenge. I live 100 yards from the US Consulate in Joburg, so you can know how I feel!!
