My jaundiced recollection of what Saudi Arabia and Kuwait most wanted to avoid was something that might resemble democracy and self determination nearby. Hereditary royal rulers are a throwback of sorts. A fragmented Iraq couldn't be perceived as much of a security threat.

Saddam and his ruling class/party is Alewite, I think, a subclass of Sunni, but not a very large one. Same as Assad in Syria.
