Edgar Hoover. Now there's a guy who knew how to blackmail people! The Times of London had a wonderful editorial that you'd have loved. They detailed how Hoover did use blackmail to keep the Kennedy's from doing too many illegal acts. Hoover was also smart enough to get RFK's letter ordering the FBI to investigate Martin King - he knew that the Kennedys would lie and blame him if he didn't have proof.
