That was not nor ever has been the stated policy nor was it ever promised. Not to mention on the Kuwaiti side alone it would have been a political fiasco to even try.

Folks, look past the obvious. The best result of any conflict with Iraq is Sadaam Hussein remaining in place. He provides the single best chance of keeping the region in turmoil which is a much more desirable option than stabilization.
