I think the only operators who should prefer incompatible W-CDMA are the ones where there is CDMAOne competition. This excludes all of Europe.

It would actually be in the interest of the European operators to go with a harmonized standard, resulting in economies of scale and therefore cheaper equipment.

Maybe that's a strategy Qualcomm should pursue. Divide and conquer. Pit European GSM operators against North American GSM/TDMA operators.

Koreans and the Japanese CDMAOne operators (DOA/DDT/DWI?) should obviously prefer CDMA200.

Since CDMAOne is in an infancy in China, Chinese operators shouldn't really care either

Of course this is based on the assumption that there is no inherent cost advantage in transition from GSM to either CDMA200 or W-CDMA.
