I was wondering, what one may need to run a small online forum, kind of micro SI. What software, hardware, etc.? Any chance for a humble person to get it going?
I think your biggest problem is connectivity. If you can get a full time net connection to a Linux box that you have root on, you have smooth-sailing ahead.
However, if you are using a commercial web-host, they usually limit what kind of programs can run on the host. I created a couple of primitive messageboards on my site using html-script, because that is all my provider would let me run. Had I been able to use a real database and cgi, it would not have been so primitive.
Let me know which of these situations is closest to yours and I'll be glad to point you in a direction (hopefully the right one...)
