Is the RBOC delay beaurocratic as some have suggested here, greed-inspired (i.e. milk ISDN) or might there be something else behind the XDSL roll-out delays?

Perhaps ADSL is not the panacea some people think. The Bells' copper plant out there is extremely variable in terms of quality. I have heard anecdotally that they are having difficulties establishing reliable ADSL service threshholds. Perhaps they've determined that a wholesale copper upgrade is really required, but if that's the case, might as well upgrade to fibre. But then you're back to the whole last-mile conundrum all over again that ADSL was supposed to address cost-effectively in the first place.

Remember ADSL has demonstrated speeds of up to 8 mbps in pristine laboratory conditions. Why then are the proposed service guarantees coming in at T-1 rates?
