It all depends on the economy and how long Greenspan can manage the financial bubble. I believed Clinton should've been fired as would any government employee or military personnel for his conduct in the office and in the courts. But short of that, his punishment is the impeachment hearings and the vote today. The censure and fine are going to impact him about as much as it did Gingrich. Like many people, you seem to have the impeachment vote today confused with the actual removal from office. It's at worst a no-confidence vote. If there was going to be a recall vote, it would've been done in 1994-1995 when his performance was simply abysmal.
