I have found the reason for the apparent contradiction of your having been notified of a document the day before it was filed. It has nothing to do with EST vs PST. Instead it turns out that most Edgar forms filed after 5:30 p.m. ET (and before midnight) are assigned the next day as their filing date (despite the fact that it's all handled electronically so that an exact timestamp is potentially available). There are some exceptions but NT 10-Q's aren't among them.

Also - obviously it's better if a company files within the time limits. If they can't, it's equally obvious they should file an NT submission. I have no complaint whatsoever about IBUY having done so under the circumstances described in the filing. I would have liked to have seen a little detail regarding the conditions of the major financing in the NT. However, hopefully this will be provided in a timely fashion in the actual 10-Q.
