Normal procedure involves a preliminary resolution calling for an investigation preparatory to the preparation of articles; then, if the investigation warrants it, the presentation of definite charges, on which there should be real deliberation. TP It seems as though the Republicans are caught in a time warp. Is this some effect of the millenium?
