"Fair use" of copyrighted material is the same on the Internet as elsewhere.

Excerpts of copyrighted material, properly identified as the work of another, can be reprinted for non-profit educational purposes.

As an example, a college professor photocopies several chapters from several books written by others and provides this syllabus to his students. The school may charge a fee for the syllabus to defray the cost of photocopying, but it is not allowed to charge enough to earn a profit as this would no longer be free use.

Posting a portion, even a large portion, of a Jerry Favors update is "fair use." But it would not be fair use if you were to privately e-mail this same material to those SI members willing to "chip in" to help defray the cost of a Favor's subscription.
