The same reason any one of a number of small cap stocks are trading in the same manner. The focus is still largely on the large cap names and the internuts. However, I am seeing some encouraging technical signals on some other small caps I follow. We could see things start to change over the next few months. Either way, I rather own RADAF at a P/E of 6 for a long term investment than a blue chip with a P/E of 25-50 when their growth rates are only 10%-20%. That's not to say I don't own blue chips. I own a lot of them. But they are just hedges against volatility. Over the long haul, I've always made far more money off of stocks like RADAF.
