Yes, it does. The major component of natural gas is methane, CH4, which when combusted with Oxygen:

CH4 + O2 => C02 + H20

However, the water is in the form of hot vapor. It can be condensed in a visible 'steam' in the winter, which is what most of those vents are that you see blowing in the air when you drive by a gas plant or refinery.
