It's interesting that you think the country will "punish" anyone. The fact is that Bill Clinton and Bill Clinton alone has it within his power to prevent the country from "being put through this", but he won't put the country before his personal desires and you want to know why? Because of all the people who could potentially "be punished" he won't be. He's a lame duck, 2nd term President, so he has absolutely nothing to lose politically by trying to run out the clock. He has zero credibility with the Congressional leadership and consequently I wouldn't be expecting anything significant to come out of his remaining tenure (whatever that will be).

But maybe that's his goal, to stay in office knowing full well that little will be accomplished so that he can hand the Dems an issue for the 2000 election. what a statesman, huh? Run against the " do nothing" congress....I just hope the Republicans don't fall into that trap and send up more and more legislation that he vetoes, maybe eventually the voters will understand what's happening and wise up.
