(Un)fortunately the RBOCs can't just buy a LD company in order to get into that market. U S West and Ameritech had a marketing agreement with QWEST to provide discounted long-distance service using QWEST's network but the deal had to be terminated because of legal issues. The only way the RBOCs are allowed into the LD market is if they meet the 14 point checklist. It states, among other things, that the RBOCs has to provide technicians to setup a line, open up their network and unbundle the services they can provide using the existing network/infrastructure.

So how are the RBOCs doing? Well, SBC/PAC Bell lost out in this week Cali because they only met 4 out of the 14 points on the checklist.

So what is the problem here? One of the problems is the huge demand all of a sudden for services to CLECs demanding access to the RBOCs networks.

Another problem is to open up the network to outsiders...what information should be provided and what shouldn't? This where the lawyers make their dough today.

Yet, another problem is all the new services/features that pop-up each and every day. Now the RBOCs have to figure out how to define the services in their legacy systems...and that my good friends is easier said than done.

I could go on for a while about the problems the RBOCs have in order to meet the 14 point checklist, but that could take some time.

All of this only benefits IXC/DCI as long as we don't deal straight with any of the RBOCs, which correct me if I'm wrong, DCI doesn't have to do today since we will be using IXC's high-quality network...love the fact that IXC provides a SONET/DWDM architecture.....
