Front running is buying before recommending to your clients and profiting by selling as they are buying and is illegal. Free riding has nothing to do with what we are talking about here. TM is an investment advisor because he charges for investment advice. Whether he is required to register or not is another matter. Both registered and unregistered investment advisors are regulated by securities laws. roger
