Schwarzkopf agrees with you. Schwarzkopf was critical of Clinton's decision on the news last night. Clinton stepped outside the UN programs for monitoring Iraq. He's committed the US to maintaining a much larger force in the area. He didn't do any diplomatic preparation for (1) supporting the bombing, (2) for resuming the UN weapons inspection program that is the precondition for lifting sanctions, and (3) for supporting a long-term larger US force in the area.

There's also a good article in yesterday's Barron's about how Clinton and his press secretary have also made false announcements to try to shake up the markets on days when there were impeachment announcements. McCurry was very critical of Clinton in a BBC broadcast this week. It appears the Clinton advisors forced him out as press secretary since they want to play hard ball.
