I don't recall precise wording. At the end of the Judicial Commitee hearings, when it was clear that the evidentiary case was weak, there were some impasioned speeches to the effect that even if the lies were not technically perjury that the fact that he (Clinton) was misleading left him without the moral authority to lead the country, he could never be trusted. That left Livingston with the need to find tiny differences that somehow would make his acts more moral than Clintons.

He could have fought it, but he only needs six months service to add greatly to his pension. There's no business left for the House to consider for the next several months anyway.

P.S. Andrew Johnson never attended the Senate Impeachment proceedings.
I doubt Clinton will unless is part of a plea bargain... You know address a joint session to exclaim I have sinned.
