Ballard's market cap is way too high. For example, Global Thermoelectric (GLE-TSE) is already very profitable and they'll be prototyping a fuel cell in a couple months that will work with dirty fuel. They're trading for just over a dollar. Given that Ballard isn't generating significant earnings, there's a lot of hope in the stock price.
