It has more to do with real estate being available for installation than "economic development". Even if they have the land, when countries implement technology they are well-informed to seek new technology ie. the fiber optics, etc., not copper lines. With Motorola's Iridium (Satellite communications) and VSAT (GM-Hughes), etc. cell phones are more common in those countries (Singapore, Malaysia, India, Korea, West Africa, etc.) than certain European countries or Russia.
