Who, precisely, attempted to establish this precedent?

"I have no desire to live in a dictatorship."

You are exaggerating. What Clinton did cannot, by any stretch of honest logic, lead to dictatorship. What Nixon did, what the Republicans are doing now, on the other hand, is much more of a threat to the Democracy.
