One element of perjury (and this is for educational purposes only since impeachment is a political process and not a legal one) is intent. If Clinton was acting in good faith upon the advice of competent counsel that his statements, however misleading, were not false, then there is no perjury.

TP - There are other better arguments as to why Clintons statements were not perjury in the legal definition. This, of course, is not a legal proceeding.
