Steve - Canada, the Scandinavian countries - many more - but your statement was about civilian control of the military - not about coups, attempted or otherwise. Most (all?) of the older democracies have civilian control of the military - the US is by no means unique in this respect.

I agree with those that think there was a huge push by the military in the States for the raid - but the point is that Clinton could have said 'NO' and didn't. E
