I think "desultory themes" is modern phenomenon. Old time authors, like O Henry, Saki, R K Narayan,Premchand or Tagore, wrote the theme first and then wove the characters around it to get the point across. well, just my opinion.
If you want to see desultory themes, see any of Jean Luc Goddard movie or Monty Python and flying Circus episode.
