I think that the military brass has a bias towards wanting at least occasional conflicts. I hope I am not being overly cynical in saying that that is the business that they are in. If there was never a conflict, it would be harder for them to get the appropriations they wanted, especially to develop new weapons technology, etc. So, I bet it isn't that hard a sell to the Pentagon when the Commander in Chief wants to do something.
