Okay, I'll quit whipping that horse. Dr. Santilli does say in the 2nd Cert that "....the possible over unity of AquaFuel will not be addressed in the Second Certification. In fact the number of open issues is such to prevent any conclusion at this writing, whether in favor or against over unity."

Moving along, could you query your contacts at TOUP and find out where the ElectroMagnetion Technology has been, or is going to be, presented in major U.S.A. chemistry or physics journals or conferences? The patents have been applied for, so they're covered, and the GC-MS data are already in the 2nd Certification. Dr. Santilli says, in the last paragraph of Section 3.4 of the 2nd Certification,

"The industrial, military and scientific implications of such experimental evidence are so vast and far reaching to be actually beyondin [sic] depth appraisals at this writing. After all, an entirely new class of gases has been identified at TTL for the first time since the discovery of valence in the last century."

Peer review of a discovery of this claimed magnitude and importance is clearly in order.
