To add to what Bill told you about pre deployment.

One of the issues is he has never informed either house of congress before launching.

In the attack on Sudan and Afghanistan, he not only skipped congress, state department and the security council but he also skipped his Joint Chiefs of Staff telling only the head of the Joint Chiefs what and where to launch and forbidding him from telling any of the others.
