Hi Jim -

This is what I understood from several analysts at the conf. On closer read of the PR, perhaps WCII will put in the optoelectronics and Williams will then service the network. In any case, I'm pretty sure this is not just dark fiber, and the relationship is considered (by most) to be a good value and very good deal for WCII (they are getting more AND ownership for less than their previous leasing price) I'm sure clarifying details will become available soon.
