BILL CLINTON'S DESERT JOKE

'We would like to see a different regime,'' said Secretary of State
Madeleine Albright yesterday, and no, she wasn't talking about the
occupant of the White House. She was talking about Iraq, after the
conclusion of the U.S.-British joke of a mission called ''Desert Fox.''

In case you were wondering what effect a liar president can have on his
underlings, consider this: They all went on TV Sunday morning to
declare Desert Fox a success, even though they could claim not a single
accomplishment except some vague ''degrading'' of some vague Iraqi
war-making capability.

If you were considering giving the ad-ministration the benefit of the
doubt on this absurd military action that explicitly avoided taking action
against Iraqi chemical-warfare sites, we don't blame you. It's hard to
believe that the president would use bombs to sway votes in the House
of Representatives.

But the conclusion is unavoidable: He did. Forget the spin. Forget
whether he should be thrown out of office for lying in the Lewinsky
matter. Consider the corruption of a president who would make such a
profoundly cynical use of the military he loathed and fled from three
decades before - and consider what it means for this country that such a
man is its leader.
