All: Impeachment thoughts. I am getting tired of all the censure proposals coming from all corners. I read the Dole piece and the one from Carter and Ford. They all want to be heros and bring the country together. So with the Senators on televison yesterday. They all want to show they are not the House and can heal our pain.

I am not going to share my thinking on this censure idea because it does not really matter. But let me say this. Nobody has addressed the problem that Clinton must agree to any censure that has bite. All indications are at this point is that he wants censure on his own terms or he wants a trial to beat the charges. This is a real problem here. I think today we are going to trial because there is no leadership from the White House to work with the Senate towards a resolution. Clinton must lead here and not the Senate. Leadership starts from the top not only because he is President but because he has the most power to move because he is one person and there are many in the Senate. The Senate will waste its time trying to find a resolution amoungst its membership only to be stiffed by Clinton at the end. You cannot negotiate a 101 party deal with ease.

Here is a novel thought. I believe now that the shortest possible end to this situation is an actual trial. It would take more time to get a majority of Senators to agree to a censure proposal and to get the White House to agree than the actual trial itself. And if the White House pursues the legalistic defense that I sense is developing, the chances of a full trial are increasing daily. And I must say, regardless of the outcome, I think it might be a good idea to resolve this by trial and be done with it. Let the impeachment and the trial be the censure. We can take it and so can the markets, at least at this time.
