That depends on circumstances.

First, the one at the top of the mountain has demonstrated his ability to Scale those heights.

All he now needs is a higher mountain - and these are in plentiful supply.

Second, the one at the bottom of the mountain either STARTED too late or FELL OFF the mountain - NEITHER of which recommends him for a better "potential" to increase his elevation.
