Nah, Skeets, untwist your thinking here.

First, the polls are of a cross section of Americans, not Wall Street. (Most Americans still don't own stocks). Second, the Wall Street Journal, CNN, CBS, and Time polls are in close agreement.

Question 1: Do you approve of the job Bill Clinton is doing as president?
Answer: about 70% Yes
Question 2: Do you approve of the way the GOP is handling Clinton's impeachment?
Answer: about 30% Yes
Question 3: Do you think Bill Clinton should resign?
Answer: about 30% Yes

Now, you're free to interpret these answers any way you choose. You may say: "the economy's good; nobody cares about anything else" and that's certainly part of the truth. I happen to think another part of the truth is "this impeachment was just another round of partisan bickering in Washington and this is not how we want our legislators to behave." Why else would Clinton's job approval ratings have gone UP 10% AFTER he was impeached?
