Raymond - Another thing that has been mentioned here is that Docomo and the other operators are not really experts and is dependent on the suppliers when it comes to issues like IPR.

While I admit that my knowledge of NTT DoCoMo is limited, I do have a lot of first hand experience with service providers (mainly satellite services, but some WLL as well) and universally they are not particularly design engineering oriented. This is not to say that they do not have a some engineers, but they are not designers, only operators, managers or maintenance. This is in no way to imply that these are less important or less technical jobs, but they are very very different from design. In every single case (no exceptions) I have ever seen it would have been easy for the manufacturer to pull the wool over the service provider's eyes. I would be stunned if most of the service suppliers involved here really knew what was going on in anything more than a cursory way. The only possible exception to this is the company you single out - NTT-DoCoMo. They are more like AT&T before they spun off Lucent. But that may effect little since when the company for which I used to work dealt with AT&T they (AT&T) were just as ignorant. (They were so segmented that we never saw the design engineers of Bell Labs)

PS Thanks for correcting me about the fact that NTT is planning to overlay their PDC system (about which technology I know little), not their PHS system.
