I don't understand what you are getting at? If a large enough cusomter, and the government certainly would fit that category, requires some special configuration Dell is generally happy to oblige. If this means posting a bios change to the web site then they will see it. (And the IT's are informed when it's ready).

Dell has already made the commitment that all computers which are still potentially under warrenty have all Y2K fixes. There are bios updates for all sorts of machines on Dell.com.
