Throw together some thinly defined goals, throw some bombs into the equation...VOILA...success! Success is being defined as "did the operation meet the objectives?" If you can answer YES then success has been achieved. However, if the plan was lacking in substance from the beginning then what have you accomplished? "Buying time"? Unfortunately, Sadaam has all the time in the world as it appears he will outlive yet another Presidency.
