WESTLAKE VILLAGE, Calif.--(BUSINESS WIRE)--Dec. 22, 1998-- Franklin
Telecom (OTC BB:FTEL) Tuesday announced that it has received an order
exceeding $1 million for Tempest Data Voice Gateway Systems from a Southern
California customer that is deploying a national Voice over IP network.

This contract follows previous purchases of Tempest Systems that have
already been shipped and deployed in establishing California as the first
leg of its planned national network. For competitive reasons, the customer
does not wish to be identified.

According to Franklin's chief financial officer, Tom Russell: "Franklin
is extremely pleased to receive this order. While a percentage of this
latest contract will be delivered during the quarter ending Dec. 31, the
balance will fall into the next quarter. This is consistent with our
expectations of significant continued growth in hardware sales."

Peter Buswell, Franklin's president and chief operating officer, added:
"This is a solid example of where we are going with the Tempest System.

"There are three distinct benefits to our company in this contract: (1)
we have the sale of the hardware itself; (2) as this is a customer utilizing
our turnkey solution, we will have ongoing revenues for maintaining their
system; (3) within a short period of time, we will be connecting their sites
into our FNet backbone, as well.

"In other words, we have a win-win-win situation. This is a great way to
close out the calendar year and go into the second half of our fiscal year."

The primary business of Franklin Telecom, founded in 1981, is the design
and manufacturing of communications devices, high-speed LAN, WAN, Telco and
software. Franklin customers have installed more than 100,000 nodes
worldwide. Franklin's Internet subsidiary FNet provides Voice over Internet
Protocol global Telco services.
