The way I understand it, you don't actually need WTS to run multi-user. In fact a number of other people had working designs that make it possible. NT 4.0 has all the underlying concepts built in.

I've seen multiple screens running unmodified Microsoft Office apps using jBridge. I think (don't know for sure) that the SDK is really targeted at vertical app vendors to to let them create complete turnkey solutions (e.g. deal with Sybase).
