Insiders sell for two reasons, to bail on a stock that is headed south or to take advantage of price runup in the near future. Look at all the insider filings of the internets prior to release of major news (IPOs, etc.). They filed a "planned" sale to take advantage of the anticapated good news and its impact on the share price.

Now its none of my business why Roger may be selling, but I really dont expect him to be selling at these levels, when he could have sold at much higher prices. My guess is he's getting ready to take some profits as this stock runs hard upon the release of contracts. Obviously this is only my opinion, but in this case I view this as a positive sign NOT a negative one.
