From all sources that I have, this is incorrect.
Check with some of the OSS companies (from the research report I mailed you earlier this year) like Saville or Applied Digital. You will find that OSSes almost always are *single* server based (for an entire telco), and at most (and only rarely) have some remote password access. OSS servers are NOT networked - they have no need to be.

These functions aren't part of OSS - operation support systems. Check out page 4 of the H&Q research report "Under the Hood: Telecommunications Operating Support Systems (OSS)" I sent you. These are telco switch functions.
