Clinton Pandering for Record Aid Using the Homeless

( Paraphrasing a Reuters story today, I have clarified it so those
who aren't used to Clinton speak can understand it...see referrence
at the end.)

In his first policy announcement since his impeachment, President Clinton said Wednesday he will ask Congress next year to approve record spending.

As a bitter cold swept through most of the country, including Washington and neighboring Baltimore to the north, Clinton proposed boosting the homeless 15 percent more than current programs.

If he can persuade the Congress to enact it, it will be the largest effort in the history of America ...Clinton indicated to an audience of boys, at a girls club.

The proposed spending included $1.025 billion and $100 million and
another program for $850 million.

The request will be part of the 2000 budget proposal Clinton will send to his friends in Congress in February.

''These grants will help you to reach out in innovative ways..." he
reminded people.

''...It will help you to give them the greatest benefit of all: THE GIFT" he said.

How much of Clinton's 2000 budget proposal will be approved by Congress remains an open question to those who voted to impeach him.

Clinton has insisted he will continue to push for more spending.

The president received some words of support from Maryland Governor Parris Glendening during Wednesday's event.

Glendening said. ''We need you at the helm.'' the governor earlier in the year had snubbed the president by canceling a fund-raiser with him because the President complicated his ethics and moral choices, but has since done a 180 after getting the promise of so much money.

The public divisions over Clinton's impeachment was evident as

Two men were holding a hand painted white sheet that said ''Senators do your duty convict Clinton.''

They were outnumbered by about a dozen Clinton supporters who were carrying printed signs.
