That was part of it but what I heard Bush say was that we were partnered with 38 other nations and had a UN mandate to get Iraq out of Kuwait. No Saddam hunt. Actually the slaughter of parts of the Republican Guard and the assault on Saddam's armor on the get out of Dodge road kinda pushed the mandate.

Funny, Bush had 38 partners, a UN mandate and the Russians stayed mute. Not quite the same as Clinton's remake.
