Anybody who has a large amount of data on mainframes and needs to get it switched out over a SAN. The following diagram suggests some of the options - including sending out specific subgroups of data to NT servers for local access by specialized groups:

The eye-opener is that 65 - 80% of all business data exists on mainframes. From what I have discovered for talking with IT people it is often not in a useable form on the mainframes. For example, I recently discovered that there can be a proliferation of databases within companies and no good way to use datamining across these applications. It seems to me that this is a driving force for large switched SANs.
