The administration expects to renew plans for $3 billion in tax credits over five years to promote energy efficiency and pollution reduction, and to increase federal spending on software, communications and high-performance computer research, the Journal said. The Journal also reported the administration is reworking a tax credit, expected to cost about $700 million over five years, to encourage people to buy fuel-efficient cars, and is considering a new program of tax- exempt bonds to build urban parks and to preserve farms.
